i bring 5 pillies in a glad ziplock bag. (wich will be in my catch bag under the float) when I come to a fishy looking reef I break it all up, squeeze it into fine mush as possible, and let it drift down. Or sit on the bottem and break it up.
I wouldn't recommend dragging berly around on your dive. Every now and then i'll shoot a fish for burly but I wouldn't recommend it as good practice.

Anybody used Burley pallets before? how do they go?

Thinking about using it in certain locations as I hear it doesn't attract sharks, true or false?

anything will attract a shark. you having a slash in your wetsuit is enough. they will find you if they want to.

burley is just something you use to attract fish into the area. you can take it with you (old bait ,fish guts etc) or just spear a fish and mince/cut it up into fine pieces, the smaller the better. you can also crush up sea urchins.

Persons are not permitted to fish for sea urchins in:

the inter-tidal zone (waters less than 2m deep) between Thompson Creek at Breamlea and Arch Rock at Venus Bay (including Port Phillip Bay and Western Port)

A Recreational Fishing Licence (RFL) is required to take sea urchins (exemptions apply). A daily catch limit of 20 urchins applies to recreational fishers. Urchins must be landed whole, and the removal of roe or soft tissues prior to landing is prohibited.

So taking 20 Urchins from water more than 2m deep is ok in PPB?

We hang a 2kg bag of pillies off our float and just break a couple up every couple of minutes to keep a steady trail going. Works a treat, wouldn't do it out the back alone tho!
